耿洁，河南郑州人，工程管理学博士。浙江财经大学中国政府管制研究院助理研究员。香港中文大学博士后（专业：学习科学），意大利都灵理工大学哲学博士（专业：工程管理，玛丽居里夫人奖学金），香港浸会大学理学硕士（专业：环境与公共健康管理硕士）。

研究方向：制造业与服务业的融合、智慧政府、服务型政府、服务标准化工程、风险评估与风险管理、数据驱动的决策科学。
